Questions about this

Will I chase someone who already bought?

No. A cart matched to a later order is marked as covered, with how confident the match is, so it drops out of the worklist.

How far back do carts go?

As far as your PrestaShop keeps them. The window is configurable, and the tool tells you when something falls outside the period you asked about.

Does sending an offer email the customer automatically?

Only when you send it. Turning a cart into an offer creates a draft here and tells nobody.
